当代中国共同富裕对西方福利国家的实质性超越

The Essentially Transcend of Compared Contemporary Chinese Common Prosperity with the Western Welfare State

中国特色社会主义作为现代化新道路和人类文明新形态,秉承了几千年人类理想社会的追求,在中国共产党领导下,形成了以实现全体人民共同富裕为标志的、不同于以往任何社会的发展宗旨。就当前西方而言,作为资本主义社会稳定装置和国家垄断资本主义存在样态的福利国家,并没有从根本上改变生产资料私有制性质、财富分配方式和资本主义国家本质,其时间的有限性、目的的功利性、功能的改良性、环节的互斥性和结果的虚假性昭然若揭。作为社会主义本质要求和中国式现代化重要特征,共同富裕呈现出在生产与分配、物质与精神、先富与后富、尽力与量力等方面的辩证统一,凸显了与西方福利国家的本质不同。在扎实推进共同富裕的今天,坚定党的领导和以人民为中心,着力解放和发展生产力,坚持基本经济制度,鼓励勤劳创新致富,是实现共同富裕对西方福利国家实质性超越的应然路径。

Socialism with Chinese features,as a new path of modernization and a new form of human civilization,has followed the pursuit of an ideal society for thousands of years.Under the leadership of the Communist Party of China,it has formed a development which is marked by the aim of achieving common prosperity for all people and is different from any previous society.With regard to the present West,the welfare state,which is a stabilization mechanism for capitalist society and the existence of state monopolistic capitalism,has not radically altered the character of private ownership of means of production,the mode of wealth distribution,and the nature of capitalist countries.The finiteness of time,the utilitarianism of the design,the reformism of the function,the mutual exclusivity of the links and the falsity of the results are clearly revealed.As an essential condition of socialism and an important characteristic of Chinese modernization,common prosperity highlights the essential difference from the welfare state,presenting a dialectical unity in the aspects of production and distribution,matter and spirit,earlier prosperity and latter prosperity,effort and ability,etc.In the current context of vigorously promoting of common prosperity,strengthening the concept of people-centered party leadership,focusing on liberation and productivity development,adhering to the fundamental economic system,and fostering prosperity through hard work and innovation are the natural means of achieving common prosperity that go far beyond the Western welfare states.
