票据新规解析与财务管理应对策略

Analysis of New Bill Regulations and Corporate Coping Strategies

2022年11月18日,中国人民银行和银保监会发布《商业汇票承兑、贴现与再贴现管理办法》,对商业汇票的分类、承兑人要求、信息披露、违约责任等进行了重新定义,并明确了供应链票据是电子商业汇票。本文首先解析了票据新规的主要变化,提出票据新规对供应链金融的影响主要在于应收账款证券化与核心企业主导化。在此基础上,解构了票据新规时代企业在立足自身财务管理的基础上,构建产业链全局营运资本管理体系的主要路径。最后结合兵工财务有限责任公司供应链票据的应用案例,分析了集团财务公司应该如何借助供应链票据重塑集团企业信用,助力上游企业的发展。

On November 18,2022,the People’s Bank of China and the China Banking and Insurance Regulatory Commission released the Revised "Rules on Acceptance,Discount and Rediscount of Commercial Bills".It redefined the classification of commercial bills,the requirements of accepto rs,info rmation disclosure and liability for breach of contract.The new rule also clarified that supply chain bills are electronic commercial bills.This paper first analyzed the major changes of the new bill regulations.We proposed that the impact of the new bill regulations on supply chain finance be the securitization of receivables and the core enterprises-led.Besides,enterprises need to build the overall working capital management system of the supply chain.Finally,based on the case of BingGong Finance,we synthesized how the group co mpany should use supply chain bills to reshape the credit and help the development of upst ream enterprises.
