北欧国家普惠性托育服务治理及其启示

Governance of Inclusive Childcare Services in Nordic Countries and Its Enlightenments

党的十九大报告将“幼有所育”作为保障和改善民生的重点目标,构建并完善托育服务治理体系,是确保“幼有所育”能否实现的关键举措。借鉴北欧国家普惠性托育服务经验,我国应坚持普惠优先理念,加强托育服务的公共属性;配套“友好型”托育政策;加强服务规范,重视师资培养;强化监督评估,提升服务质量,全力构建多元参与,全方位、普惠性、多层次、专业化的托育服务供给体系,真正实现“幼有所育”。

In the report of the 19th National Congress of the Communist Party of China(CPC), "child care" was taken as the key goal of ensuring and improving people’s livelihood. Establishing and improving the governance system of child care service is a key measure to ensure whether "child care" can be realized.Drawing on their experience of inclusive childcare services in Nordic Countries, we should adhere to the concept of universal benefit and strengthen the public attribute of childcare service;Support "friendly" childcare policy;Strengthen service standard, pay attention to teacher training;Strengthen supervision and evaluation, improve service quality, and make enery effot to build a multi-participaiton, all-dimensional, inclusive, multi-level and professional childcare service supply system, so as to truly realize "childcare".
