精准化海上消防救援培训模式的构建与实践——以北部战区海军舰艇消防骨干培训为例

摘要 在海洋强国战略背景下,加强海上应急救援训练的针对性、实战性和整体协同性以提升海上救援的实际作战能力,是保障我国现代化国防安全和经济发展的迫切所需。笔者以北部战区海军消防骨干培训为例,通过分析训练目标和受训对象类别特点,精准设计分类分级的培训内容,依托先进的智能化消防综合训练平台,采用理论与实操同步、个人技能与团队协同并重的培训方式和流程、过程考核与结果考核相结合的多元评价方式,构建起一整套订单式精准化的培训方案。这一方案在实践中取得了较好效果,是市场化条件下军民融合探索海上消防救援培训新模式的一次创新尝试。 Under the background of the maritime power strategy,strengthening the pertinence,actual combat and overall coordination of emergency rescue training to improve the actual combat capability of maritime emergency rescue is an urgent need to ensure China’s modern national defense security and economic development.Taking the training of the naval firefighting backbone of Northern Theater Command as an example,this study accurately designs the classified and graded training content by analyzing the training objectives and the category characteristics of the trainees,adopts the training method of synchronization between theory and practice,equal emphasis on personal skills and team coordination through the support of advanced intelligent comprehensive training platform,implements a multiple evaluation combining process assessment and outcome assessment,and thus build up a complete set of customized and precise training scheme,which has achieved good results in practice,and is an innovative attempt to explore the new mode of maritime fire rescue training with the integration of military and civil forces under the condition of marketization.
