医防融合在慢性病中的运用及对卫生应急的启示

Application of medical and preventive integration in chronic diseases and implications for health emergency

随着“大卫生”“大健康”观念的树立,将健康融入所有政策逐渐成为各方的共识。为了应对多种不利因素造成的各种慢性病威胁,医防融合的健康管理模式正在开展试点与运用,在高血压、传统心血管疾病、诊断明确的各种心理疾病、妇幼保健等方面积累了宝贵经验。而近年来,新旧传染病的交织流行给公共卫生体系带来了新的挑战,尤其是卫生应急工作,面临了更多的困难与机遇。常态下卫生应急工作,主要围绕公共卫生防治结合展开;面对突发的复杂的新型卫生应急工作,则需要政府机构、公共卫生机构、各级医疗机构、卫生检验机构、研究院校等进一步加强合作,合理整合卫生资源,有效提高预警监测水平。通过积极探索医防融合卫生应急新路径,提升整体卫生应急能力。

With the establishment of the concept of"big health"and"big health",it has gradually become the consensus of all parties to integrate health into all policies.In order to deal with the threat of chronic diseases caused by a variety of adverse factors,the health management model of medical and prevention integration is being piloted and applied,and valuable experience has been accumulated in hypertension,traditional cardiovascular diseases,various psychological diseases diagnosed clearly,and maternal and child health care.In recent years,the interwoven epidemic of old and new infectious diseases has brought new challenges to the public health system,especially the health emergency work,which has faced more difficulties and opportunities.Under normal conditions,health emergency work mainly revolves around the combination of public health prevention and treatment.In the face of sudden and complex new health emergency work,it is necessary for government agencies,public health institutions,medical institutions at all levels,health inspection institutions and research institutions to further strengthen cooperation,rationally integrate health resources and effectively improve the level of early warning and monitoring.The overall health emergency response capacity will be improved by actively exploring new ways of integrating medical and preventive health emergency response.
