State Council Stresses Protection of Disadvantaged Children To promote social harmony and stability,the Office of the Leading Group on Protection of Minors,under China's State Council(the central government's cabinet),recently issued a notice on improving the work of various regions(in China)related to helping and caring for disadvantaged children(including orphaned children,de facto orphans and le ft-behind children,whose parents have left home to work elsewhere)during the winter vacation(including the week-long Spring Festival holiday,from January 21 to 27).
