洞庭湖和鄱阳湖湖区洲滩民垸管理对策研究

Management Measures of Floodplains and Polders in Dongting Lake and Poyang Lake Regions

洞庭湖和鄱阳湖是长江中下游调蓄洪水的重要场所,湖区内拥有数量众多的洲滩民垸。作为一种特殊的行蓄洪空间,协调洲滩民垸行蓄洪与民生保障之间的矛盾,始终是管理部门面临的一大难题。通过对两湖地区洲滩民垸管理、防洪治理及运用等现状梳理,从基层管理、管理体系、经济发展、防洪安全、圩堤维养等角度分析了两湖地区洲滩民垸管理运用存在的具体问题,并就加强两湖地区洲滩民垸管理提出相关建议。

Dongting lake and Poyang lake are important flood regulation and storage places in the middle and lower reaches of the Yangtze River.There are a large number of floodplains and polders in the two lake areas.As a special flood storage space,cordinating the contradiction between flood storage and people’s livelihood security has always been a major problem for management department.We first reviewed the current situation of management,flood control and utilization of floodplains and polders in the two lake areas,and then looked into specific problems in the management and utilization of the floodplains and polders from the perspective of grass-roots management,management system,economic development,flood control safety,and polder dike maintenance.In addition,we put forward some suggestions on strengthening the management of floodplains and polders in the two lakes areas.
