长江流域水网规划建设的思考

Reflections on the Planning and Construction of Water Network in Changjiang River Basin

国家水网建设是“十四五”时期重大水利基础设施建设的新方向,是我国在新发展阶段贯彻新发展理念、构建新发展格局的重要措施。长江流域是我国经济社会发展和水资源保障的重要组成部分,是国家水网“纲”“目”“结”落实和完善的重要对象。全面分析了长江流域水网建设对搭建国家水网和省级水网桥梁、深化流域系统治理、促进水利高质量发展的重要意义,结合需求导向和目标导向,提出了新形势下长江流域水网构建的工作重点及思路,对长江流域水网构建工作走深、走实有一定参考意义。

The national water network is the new direction of major water conservancy infrastructure construction defined during the 14th Five-Year Plan period,and it is an important measure to implement the new development philosophy and create a new development dynamic in the new development stage.Yangtze River basin is a fundamental part of China’s economic-social development and water resources security,and also an important object to implement and improve the national water network.We comprehensively analyzed the significance of water network in the Yangtze River basin for building a bridge between the national water network and the provincial water network,deepening the systematic governance of the basin,and promoting the high-quality development of water conservancy.Moreover,in line with the demands and goals,we put forward the key points and ideas of building the water network in Yangtze River basin under the new situation.
