全媒体时代涉警舆情引导中的议程设置 被引量:2

摘要 全媒体时代,媒介发展进入以“受众”为主导的融合阶段,新型舆论场格局因势而生,以往的舆情阐释体系与引导方法受到挑战。议程设置作为现代传播学理论之一,经历了传统议程设置、属性议程设置与网络议程设置的不断发展而兼具经典性与前沿性。在甚嚣尘上的舆论场域,传统“把关人”弱化,“真相”与“谣言”相互交织,受众具有获取官方信息的内在需求,无论从公安机关层面还是受众层面,运用议程设置引导涉警舆情极有必要。公安机关运用复杂性范式与预警性思维,探索构建所设置议程与公众议程之间的连接规则,遵循舆情传播从产生到消弭的一般规律,发挥议程设置的规划性、主导性、修复性,以促进公安机关议程与公众议程的最大融合。 In the all-media era,media has developed into an integrated stage dominated by audience,so that a new pattern of public opinion field has been born,challenging the previous interpretation system and guidance method.As one of the modern communication theories,agenda-setting theory has been developing from traditional agenda setting to attribute agenda setting and now network agenda setting,with both classic and cutting-edge properties all along.In the noisy public opinion field,the role of traditional information gatekeepers has been weakened,causing that the truth is mingled with rumors,so the audience are desperate for official information.Therefore,it is extremely necessary to guide police-related public opinions with the help of agenda-setting theory for both public security organs and the audience.The public security organs construct connecting rules between the official agenda and the public agenda with the help of complexity paradigm and early-warning thinking,follow the general public opinion spreading law from generation to elimination,and give full play to the planning,leading and repairing nature of agenda setting,so as to promote the maximum integration of the official agenda and the public agenda.
