New Logic of Promoting High-quality Development in the New Journey of Chinese Path to Modernization

二十大提出高质量发展是全面建设社会主义现代化国家的首要任务,在中国式现代化新征程中要着力推进高质量发展,意味着高质量发展开始进入加速推进阶段,高质量发展应有新的发展逻辑:(1)在思想逻辑上,要开拓思想解放的新境界,掌握科学的世界观和方法论,在不断解放思想中推进高质量的转型发展。(2)在生产力逻辑方面,要发挥质量型生产力的作用,提高生产力的整体效能和协作质量。(3)在动力逻辑方面,要构建高质量发展的效率提升机制,通过创新发展提高劳动生产率、资本生产率和全要素生产率。(4)在增长逻辑方面,重塑高质量发展的增长体系,构建新的经济增长的条件体系、过程体系、结果体系和支持体系。(5)在制度逻辑方面,完善高质量发展的制度安排,适应高质量发展的制度需求,加大高质量发展的制度供给。(6)在市场逻辑方面,推动高质量大市场的创造和开发,推进国内大市场的创造和开发以及高水平的对外开放。

The Twentieth National Congress of the Communist Party of China proposed that high-quality development is the primary task of building a socialist modern country in an all-round way.On the new journey of Chinese path to modernization,we should focus on high-quality development,which means that high-quality development begins to enter the accelerated stage.In the new journey of Chinese path to modernization,efforts to promote high-quality development should have new logic:in the ideological logic,we should open up a new realm of ideological emancipation,master the scientific world outlook and methodology,and constantly promote high-quality transformation and development in the process of emancipating the mind.In terms of productivity logic,we should give play to the role of quality based productivity,and improve the overall efficiency and cooperation quality of productivity.In terms of dynamic logic,we should build an efficiency promotion mechanism for high-quality development,and improve labor productivity,capital productivity and total factor productivity through innovative development.In terms of growth logic,we should reshape the growth system of high-quality development and build a new system of conditions,processes,results and support for economic growth.In terms of institutional logic,improve the institutional arrangement for high-quality development,adapt to the institutional demand for high-quality development,and increase the institutional supply for high-quality development.In terms of market logic,we will promote the creation and development of high-quality large markets,promote the creation and development of domestic large markets,and open up to the outside world at a high level.
