基于主题框架分析的全国基层卫生综合改革典型案例研究

Typical Case Studies on Primary Health Comprehensive Reform Based onThematic Framework Analysis

目的:梳理全国基层卫生综合改革典型案例并总结典型经验,为各地进一步深化基层卫生综合改革提供借鉴。方法:采用主题框架分析法,对《基层卫生综合改革典型案例2022》进行分析。结果:确定体制机制改革、服务能力提升和服务模式优化3个总主题,覆盖9个分主题,依据主题框架对43篇基层卫生综合改革典型案例进行总结分析。结论:针对当前基层卫生综合改革面临的困难和问题,借鉴梳理的典型经验,提出以下3点建议:(1)深化体制机制改革,激发基层医疗卫生服务机构运行活力;(2)提升医疗服务能力,促进基层卫生健康高质量发展;(3)优化服务模式和内涵,提升人民群众就医获得感。

OBJECTIVE To sort out the typical cases of primary health comprehensive reform, summarize the typical experience,and provide reference for further deepening primary health comprehensive reform. METHODS It analyzed Typical Case on Primary Health Comprehensive Reform 2022 based on thematic framework analysis. RESULTS It identified three general themes of system and mechanism reform, service capacity improvement and service mode optimization, covering nine sub-themes. According to the theme framework, 43 typical cases of primary health comprehensive reform were summarized and analyzed. CONCLUSION In view of the difficulties and problems faced by primary health comprehensive reform, it puts forward three suggestions based on the typical experience:(1) to deepen the reform of system and mechanism and stimulate the operation vitality of primary health service institutions;(2)to improve the medical service capacity and promote the high-quality development of primary health care;(3) to optimize the service mode and connotation, and enhance the people’s sense of access to medical treatment.
