数字乡村建设:底层逻辑、实践误区与优化路径

Digital Countryside Construction:Underlying Logic,Practical Errors and Optimization Path

中国农业农村信息化在经历了起步摸索阶段(1979—1993年)、基础培育阶段(1994—2003年)和快速发展阶段(2004—2017年)以后,进入了全面提升阶段(2018年开始),亦即数字乡村建设阶段。作为农业农村信息化的新阶段,数字乡村建设的核心要义是实现高质量的农业全产业链数字化发展和农村全方位数字化发展,技术进步、深化改革和利益均衡则构成了数字乡村建设的底层逻辑。然而,一些地方数字乡村建设存在诸如工作重心落在硬件设备上、数字形式主义滋生蔓延、公共资源分配不合理、过度依赖运营服务商等实践误区,背离了数字乡村建设的核心要义和底层逻辑,亟须纠正。建立系统有力的保障机制、增强数据要素的赋能作用、调整公共资源的分配方式以及提升干部群众的数字素养,是优化中国数字乡村建设的重要路径。

After going through an initial exploration phase(1979-1993),a basic cultivation phase(1994-2003)and a rapid development phase(2004-2017),China’s agricultural and rural informatization has entered a comprehensive improvement phase(starting in 2018),which is also a digital countryside construction phase.As a new stage of agricultural and rural informatization,the core of digital countryside construction is to realize high-quality digital development of the whole agricultural industrial chain and all-round digital development in rural areas.Technological progress,deepening reform and balance of interests constitute the underlying logic of digital countryside construction.However,the digital countryside construction in some areas has certain practical errors,such as focusing on hardware devices,the proliferation of digital formalism inational allocation of public resources,and excessive reliance on operators and service providers.Those practical errors deviate from the core meaning and underlying logic of digital countryside construction and need to be corrected.Establishing a systematic and powerful security mechanism,enhancing the empowerment of data elements,adjusting the distribution of public resources and improroving the digital literacy of cadres and the masses are important ways to optimize the digital countryside construction in China.
