摘要 近年来,随着我国推动社会发展绿色化,环境规制政策得到不断完善,企业清洁技术的创新程度已成为评价环境规制效率的主要指标。本文通过构建包含环境规制政策和企业清洁技术的理论模型,分析环境规制对清洁技术创新的影响机制,并利用我国2012—2020年省际面板数据进行实证分析,研究结果表明:总体上,环境规制对清洁技术创新的影响呈倒“N”型;经济发展、产业结构和外商直接投资均会对清洁技术创新有显著影响。区域异质性分析表明:在政府实施环境规制的初期与末期,东部地区环境规制对清洁技术创新的阻碍作用较西部地区较小。因此,政府在实施环境规制时,应灵活运用多种环境规制政策,以便设定合理的环境规制强度,同时要兼顾地区差异性,促进企业的清洁技术创新。 In recent years, with the promotion of green social development in China and the continuous improvement of environmental regulation policies, the degree of corporate clean technology innovation has become the main index to evaluate the efficiency of environmental regulation. This paper analyzes the impact mechanism of environmental regulation on clean technology innovation by constructing a theoretical model including environmental regulation policies and corporate clean technology, and uses China’s interprovincial panel data from 2012 to 2020 for empirical analysis. The results show that, in general, the impact of environmental regulations on clean technology innovation is an inverted "N" shape;economic development, industrial structure and foreign direct investment all have significant impacts on clean technology innovation.According to regional heterogeneity analysis, in the early and late stages of the implementation of environmental regulations, environmental regulations in the eastern region have a small effect on the obstruction of clean technology innovation than that in the western region. Therefore, when implementing environmental regulation, the government should flexibly apply a variety of environmental regulation policies, so as to set a reasonable intensity of environmental regulation,and take into account regional differences to promote the clean technology innovation of enterprises.
