制造业企业领航能力发展模型与GEM评价指标体系构建——基于加快建设世界一流企业的视角

Construction of Pilot Capability Development Model and GEM Evaluation Index System of Manufacturing Enterprises

目前,我国制造业企业所面临的国际市场竞争加剧,亟需通过以建设世界一流企业为目标来提高我国企业的领航领军能力,明晰世界一流企业的建设路径。我国企业已经建立起专精特新“小巨人”企业和“单项冠军”企业库,但对领航企业的遴选和培育却相对滞后,其考核和评价体系也尚未建立,从长期来看不利于企业领航领军能力的建设,不利于世界一流企业的培育。从企业的领航能力内涵解析入手构建的企业发展GEM评价指标体系表明,企业要成为一流企业,不仅要具备包含核心掌控力、风险可控力和规则主导力在内的产业引领力,同时也要具备包含市场辐射力和资源统筹力在内的产业引领力,二者相辅相成,缺一不可。

At present, Chinese manufacturing enterprises are facing intensified competition in the international market, so it is urgent to improve the pilot capacity of Chinese enterprises and clarify the construction path of world-class enterprises through the goal of building world-class enterprises. Now,we have established databases of "specialized and special new" enterprises and "individual champion" enterprises, but the selection and cultivation of pilot enterprises are still at a relatively backward stage. Its assessment and evaluation system has not been established. In the long run, it is not conducive to the construction of enterprise pilot capacity and the cultivation of world-class enterprises. The enterprise development GEM evaluation index system constructed from the analysis of the connotation of the enterprise’s pilot capacity shows that to become a first-class enterprise, it must not only have industrial leadership including core control, risk controllability and rule leadership, but also have industrial leadership including market radiation and resource coordination, and they complement each other and are indispensable.
