驻村第一书记嵌入乡村振兴的实践研究——以黔北A村为个案

Research on the Practice of the Involvement of Assigned First Village Communist Party of China Secretary in Rural Revitalization:A Case Study of A Village in North Guizhou

驻村第一书记是我国脱贫攻坚和乡村振兴的“排头兵”,显著推动了乡村的发展。论文基于驻村第一书记嵌入黔北A村乡村振兴的个案,分析A村由脱贫转向振兴的实践过程。主要包括驻村第一书记从政策宣讲和重视教育、评选先锋模范激励村民、挖掘乡村红色资源、发展种养殖业和完善基础设施等方面实践助推乡村振兴。驻村第一书记嵌入乡村振兴取得成效的原因在于他们处在“结构洞”的位置,拥有资源优势、对党的政策的宣传落实和充分发挥自身价值功能,进行合理的角色定位,从而带动村民发展致富。但是驻村第一书记嵌入乡村振兴的实践过程中也要注意扮演好“帮扶者”的角色,协调好村两委关系,引导村民对村干部的信任及配合,在嵌入资源对乡村振兴的同时还要注重村民主体性的培养,并且要为乡村建强基层组织,从而有效助推乡村振兴。

The assigned First Village Communist Party of China Secretary is a“vanguard”of China’s poverty alleviation and rural revitalization,contributing significantly to rural development.Based on a case of the assigned First Village CPC Secretary’s involvement in rural revitalization of A Village in north Guizhou,we analyze the process of the village from poverty to revitalization.The major experiences include the emphasis of the First Village CPC Secretary on policy publicity and education,the election of models for mobilization,the use of revolutionary“red”resources,the development of cropping and animal husbandry,and the improvement of infrastructure.The success is related to the First Village CPC Secretary’s good understanding of“structural hole”,possession of resources,publicity and implementation of the Party’s policies,full use of personal value and function,and rational role positioning.It is important to guide the villagers to trust and cooperate with the village leader,lay emphasis on the villagers’subjectivity cultivation while involving resources in rural revitalization,and strengthen the rural grassroots organization.
