Global Digital Trade:Status Quo and Rule Response

针对近年来日渐兴起的数字贸易,政府、相关机构及学术界均对其报以极大的关注,聚焦数字贸易的基本内涵,对数字产品和数字贸易这两个核心概念进行了讨论,重点关注数字贸易测度问题;结合数字技术正在全面进入全球价值链这一背景,对各国政府针对数字贸易所采取的各种政策进行了分析归纳。以此为基础,延展讨论了数字贸易国际规则的发展情况。

In response to the increasing digital trade in recent years, governments, relevant institutions and the research community have paid great attention to it. The paper focuses on the basic connotation of digital trade,discusses the two core concepts of digital products and digital trade, focusing on the measurement of digital trade. In the context of that the digital technology is fully involving in the global value chains, this paper analyzes and summarizes various policies adopted by governments against digital trade. On this basis, the development of international rules for digital trade is discussed.
