1、党的十三届三中全会提出,花二至三年时间治理经济环境、整顿经济秩序,现已历时三年。当时提出的治理整顿六大目标,属于总量性的浅层次问题,已经取得成效,但属结构性、体制性的深层次问题,仍然困扰着国民经济运行。例如:农业丰收而农民收入下降、工业增长回升而企业亏损增加、出口增长而出口成本增加、物价趋稳而财政补贴急剧上升。
