关于农村食品小作坊食品安全问题及对策研究——以华亭市为例

The Study on Food Safety Problems and Countermeasures of Small Food Workshops in Rural Areas——A Case Study of Huating

食品小作坊是方便民生、联系文化、解决就业的综合体,而农村地区受制于教育程度、信息通信、观念意识等差异,农村食品小作坊特点显著问题纷呈,以华亭市农村地区食品小作坊为例,分析农村地区食品小作坊现状、存在问题及原因,建议:从省市级政府监管方面,加强法律条例及标准完善及人员培训工作;从基层监管方面,发挥好乡镇食安办的综合协调作用、食品抽检快检的震慑作用、乡镇公示栏的警示作用、示范店的带动作用和乡镇集会的宣传作用;在社会层面,增强行业协会对农村食品小作坊的引领力、教育部门的宣传力、新闻媒体的关注力,让西北地区农村食品小作坊在保证食品安全基础上在乡村振兴的舞台上发挥更大的效能。

The small food workshop is convenience for the people livelihood, contacting culture, and solving employment,while the rural areas are restricted by the differences of education, communication, food-safety consciousness etc., and the rural area has their special food question. Taking the food-safety in Huating rural as an example, the present situation, existing problems and reasons of small food workshops in rural areas are analyzed. It is suggested to strengthen the improvement of laws, regulations, standards and personnel training from the supervision of provincial and municipal governments. From the aspect of grassroots supervision, we should give full play to the comprehensive coordination role of food safety offices in townships, the deterrence role of random food inspection and quick inspection, the warning role of township public notice boards, the driving role of demonstration shops and the publicity role of township assemblies. At the social level, we should strengthen the leading power of industry associations, the publicity power of education departments and the attention power of news media to small food workshops in rural areas. Small food workshops in rural areas in northwest China will play a greater role in rural revitalization on the basis of ensuring food safety.
