PPP模式下城市轨道交通建设项目风险分担研究

Researches on Risk Allocation Model of Urban Rail Transit Project in PPP Mode

风险分担是PPP模式下城市轨道交通项目实施过程中要解决的关键问题之一,合理的风险分担能够提高项目绩效,有助于项目成功。文中首先依据城市轨道交通项目特点和PPP模式独有的特色提出了风险分担的原则;其次,在风险分担原则的基础上给出了PPP模式下城市轨道交通项目的风险分担流程;最后以西安地铁9号线为例,结合熵权法和模糊综合评价法全面、系统、客观地分析了PPP模式下城市轨道交通建设项目的风险,从而为西安地铁9号线参建的政府部门和私人部门的风险分担份额提供了决策依据,确保项目的成功实施。

In the implementation process of urban rail transit PPP projects, risk allocation is one of the key issues to be addressed. Proper risk allocation can improve the performance and guarantee the success of the projects. According to the characteristics of urban rail transit project and PPP mode unique features, Researches summed up the principle of risk allocation. And then according to the principle of risk allocation,It summarizes the risk allocation steps for urban rail transit projects in PPP mode. Then taking Xi’an Subway Line 9 Project as example,this research analyzed the risk of urban rail transit construction project in PPP mode systematically and objectively by using entropy weight method and fuzzy comprehensive evaluation method at last. It provides a basis for decision-making on the risk allocation between government and the private in Xi’an subway Line 9 to ensure the successful implementation of project.
