当代中国行政问责制度运行动力研究——基于主体行为动力学的视角

On the Operating Power of Administrative Accountability System in Contemporary China——Based on the Perspective of Subject Behavioral Dynamics

制度运行依靠制度主体系统的行为动力,行政问责制度的运行动力由政治系统内外压力与行政人员责任内驱力三部分构成。当代中国,系统内压力源于建立起以执政党为核心,行政向政治负责,最终向公民负责的责任逻辑。系统外压力依赖公民成熟的权益观、知识积累与理性发展程度。而行政人员责任内驱力的实现则需要遵循责任感的形成规律。

The operation of the system depends on the behavioral power of the system subject.The operation power of the administrative accountability system consists of three parts:the internal and external pressure of the political system and the internal driving force of the administrative personnel’s responsibility.In contemporary China,the pressure within the system comes from the establishment a responsibility logic with the ruling party as the core,the administration is responsible to politics and ultimately to citizens.The pressure outside the system depends on citizens’mature view of rights and interests,knowledge accumulation and rational development degree.The realization of the administrative personnel’s responsibility driving force needs to follow the law of the formation of responsibility.
