The Practices of LibQual^(+TM) and Its Sinicization Process

LibQual^(+TM)作为一个以用户为中心的图书馆评价体系,对于完善我国图书馆评价体系具有一定的借鉴意义,推进LibQual^(+TM)中国化进程有助于其与国内评价体系的有机结合。本文梳理了LibQual^(+TM)发展进程及其指标的演化,对比分析国内外图书馆利用LibQual^(+TM)实践的特点,指出推进有中国特色LibQual^(+TM)所面临的困难,并提出相应破解之道。研究发现,LibQual^(+TM)指标的演变大致经历了5个阶段;LibQual^(+TM)在国外图书馆的应用范围更加广泛、体系更为成熟,而国内对于LibQual^(+TM)应用和研究比较分散,且不够深入,尤其是在公共图书馆应用方面;LibQual^(+TM)指标的自身缺陷、指标设置与我国图书馆发展的不匹配、我国图书馆专项经费相对不足等因素是制约LibQual^(+TM)中国化的关键性因素;为此,我们需要构建LibQual^(+TM)通用测评模型和发布模板,根据不同类型图书馆的专业性以及服务特点构建相应的本土测评体系,针对特定对象和目标构建特色测评体系。

Libqual+TM, as a user-centered library evaluation system, can be used for reference to improve the library evaluation system in China. And promoting the process of its sinicization is helpful to its organic combination with the domestic evaluation system. This paper sorts out the development process of LibQual^(+TM)and the evolution of its indexes, compares and analyzes the characteristics of LibQual^(+TM)practices in libraries at home and abroad, points out the difficulties in promoting LibQual^(+TM)with Chinese characteristics, and puts forward the corresponding solutions. It is found that the evolution of LibQual^(+TM)index has roughly gone through five stages. Libqual+TMhas more extensive application and mature system in foreign libraries, whereas the application and research of LibQual^(+TM)in China are scattered and not deep enough, especially in the application of public libraries. The defects of LibQual^(+TM)index, the mismatch between the index setting and the development of libraries in China, and the relative shortage of special funds for libraries in China are the key factors that restrict LibQual^(+TM)localization in China. Therefore, we need to build LibQual^(+TM)Universal evaluation model and release template, build local evaluation system according to the specialty and service characteristics of different types of libraries,and build characteristic evaluation system according to specific object and target.
