开发区国土空间边界管控研究——以安徽怀宁经济开发区为例

Study of development zones boundary control:A case study of Huaining economic and technological development zone,Anhui

在回顾我国开发区管控历史变迁的基础上,总结了开发区边界管控存在的主要问题,包括实际管理范围多超公告四至范围、开发区优惠政策与考核边界泛化、开发区边界亟待调整等。在此基础上,提出了新时期开发区边界管控的新思路:(1)应逐步启动开发区审核公告目录修订工作;(2)统一开发区土地节约集约利用评价、综合考核评价与优惠政策实施边界;(3)出台国家层面开发区调扩区指导办法并建立开发区动态调整机制。该文以安徽怀宁经济开发区为例,进行了实证研究。

Reviewing the change of development zone boundary control,this paper summarizes the main problems existing in the boundary management and control of development zones,including the practical management scope beyond the scope of announcement,the generalization of preferential policies and assessment boundaries of development zones and the urgent need for adjustment of the boundary of development zones.On this basis,the new ideas of boundary control of development zones in the new era are put forward:(1)The revision of the audit announcement directory of the development zone should be started gradually;(2)The evaluation of land conservation and intensive use,comprehensive evaluation and implementation boundary of preferential policies in the development zone should be unified;(3)The guiding measures for the adjustment and expansion of development zones at the national level should be issued and the dynamic adjustment mechanism of development zones should be established.This paper takes Huaining economic and technological development zone in Anhui Province as an empirical study.
