印度“以海制陆”战略分析

India’s Strategy of“Using the Sea to Control the Land”

历次中印边界争端后,印度战略界往往呼吁加强印陆军实力建设,以尽可能缩小中印军力差距。然而近年来,印度与中国边界博弈愈加重视运用非对称战略和冲突横向升级的斗争策略,提倡通过强化海洋战略布局,以谋求对华陆地边界战略优势,即所谓的“以海制陆”。印度战略界宣扬、鼓吹的“以海制陆”战略本质上是一种姿态性、应激性举措,不会改变印度作为陆权国家的属性,且面临诸多内外挑战。这种思想客观上为海军谋求更多国防预算,促进其海军力量建设,进而为印度在海上主动触碰中国核心利益圈奠定基础,需引起警惕。

In the aftermath of successive Sino–Indian border disputes,Indian strategic community has often called for strengthening the Indian land forces in order to minimize the gap between Chinese and Indian military power.However,in recent years,India has increasingly focused on the use of asymmetric strategies and horizontal escalation of conflict in its border games with China to seek strategic advantage.The authors attempt to explore the core content,realistic background,theoretical basis and implementation path of such sea-land interaction,as well as systematically connect,elaborate and analyze the whole picture of it.The Indian strategy lays the foundation for India to proactively touch China’s core sphere of interests at sea,which requires China to be vigilant.
