摘要
拜登上任后,美国发动了一场声势浩大的对华舆论战。这场旨在与中国进行“系统性竞争”的舆论战呈现出不少新特征:一是全政府性,即美政府各机关、各界政要全面参与;二是全舆论性,即美各类媒体、期刊、智库与NGO报告及公开发表的政府文件、文告等一起发声,成梯次配合态势;三是全西方性,即美与其西方盟友在对华舆论攻击方面协调默契、表现出空前一致性;四是全议题性,即反华议题包罗万象。美国对华舆论战恶化了美涉华舆论、决策氛围以及国际舆论氛围,成为对华决策难以理性化以及中美关系持续紧张的重要根源。
Since Joe Biden took office,the U.S.has launched a massive public opinion war against China.The war of public opinion which aims to“systematically compete”with China has several new features.All organs of the U.S.government and politicians from all sectors are involved.All kinds of U.S.media,magazines,think tanks,NGO reports,and publicly released government documents are speaking out together in an echelon.The U.S.and its western allies have coordinated their public opinion attacks on China in a tacit and unprecedented manner.Anti-China issues are all-encompassing.The U.S.public opinion war against China has tarnished China’s image and worsened the public opinion in the U.S.,making it more difficult for the U.S.to rationalize its decisions on China.
