摘要
突发环境事件发生后,应急监测是不可或缺的重要环节,其核心在于快速响应,要以最快的速度获取突发环境事件造成的污染信息,采用应急的速度获取突发事件中可能造成环境威胁的污染物时空分布动态变化数据,指导事故周边人员疏散,及时控制风险源,堵住污染物向环境的扩散的势头,遏制事态扩大,充分保障人民生命和国家财产的安全,将损失降到最低点。为此,可采用试纸、检气管等快速响应的监测技术及便携式的现场监测仪器,配合新技术(在线监测、环境光学、无人机等)的应用,切实做好应急监测工作。
After the occurrence of environmental emergencies,emergency monitoring is an indispensable and important link.Its core lies in rapid response.It is necessary to obtain the pollution information caused by environmental emergencies at the fastest speed,use the emergency speed to obtain the dynamic change data of time-space distribution of pollutants that may cause environmental threats in emergencies,guide the evacuation of people around the accident,timely control the risk sources,and stop the diffusion of pollutants to the environment,Contain the expansion of the situation,fully guarantee the safety of people's lives and state property,and minimize losses.For this reason,rapid response monitoring technologies such as test paper and gas detector and portable on-site monitoring instruments can be used to cooperate with the application of new technologies(on-line monitoring,Environmental Optics,UAV,etc.)to do a good job in emergency monitoring.
