城市轨道交通用地管控策略研究

Research on land use management and control strategies of urban rail transit

采取合理的城市轨道交通用地管控策略是保障城市轨道交通线路顺利建设、安全运营并促进其沿线土地有序开发的重要手段。文章以广州市为例,在分析其既有城市轨道交通用地管控标准并借鉴国内其他城市管控经验的基础上,探讨城市轨道交通用地管控策略,总结出“分阶段管控、动态更新”的管控思路,并由此提出适合于广州市轨道交通特点的用地管控范围,以期为其他城市的相关实践提供参考和借鉴。

Taking reasonable urban rail transit land use control strategy is an important means to ensure the smooth construction,safe operation of urban rail transit lines and promote the orderly land development along the lines.Taking Guangzhou as an example,based on the analysis of its existing urban rail transit land use management and control standards and the experience of other domestic cities,this paper discusses the urban rail transit land use management and control strategies,summarizes the management and control concepts of"phased management and control,dynamic update",and thus proposes the land use management and control scopes suitable for the characteristics of Guangzhou rail transit,with a view to providing reference for the relevant practices of other cities.
