重要农业文化遗产退出机制问题探索

Exploring the Issue of Exit Mechanism of Major Agricultural Heritage

中央政府和各级地方政府在农业文化遗产申报和保护中起着关键作用。通过文献总结和实地调研发现,部分农业文化遗产地因保护不到位导致农业遗产的核心价值受到威胁。随着中国重要农业文化遗产地的数量不断增多,讨论建立中国重要农业文化遗产的退出机制具有重要意义。文章通过分析我国农业文化遗产地在保护和管理的过程中出现的问题,从监督审查机制、预警机制、退出仲裁机制3个方面讨论了中国重要农业文化遗产的退出机制,以期警示或激励遗产地相关政府部门对重要农业文化遗产进行合理动态保护和适应性管理,进一步促进农业文化遗产地的可持续发展。

The central government and local governments play a key role in the declaration and protection of agricultural heritage. By summarizing the literature and field research, it is found that some agricultural heritage sites are not properly protected resulting in the core value of agricultural heritage being threatened. As the number of major agricultural heritage sites in China continues to increase, it is important to discuss the establishment of an exit mechanism for major agricultural heritage sites in China. By analyzing the problems that arise in the conservation and management process of Chinese agricultural heritage sites, this paper discusses the exit mechanism of major agricultural heritage sites in China from three aspects: supervision and review mechanism,early warning mechanism, and exit arbitration mechanism;in order to warn or motivate relevant government departments of heritage sites to carry out reasonable and dynamic conservation and adaptive management measures, and further promote the sustainable development of agricultural heritage sites.
