平台治理的机制设计:一个理论研究框架

Mechanism Design of Platform Governance: a Theoretical Research Framework

有别于传统的科层组织,平台以松散的网络关系联结着跨领域范围、不同类型的参与主体,然而在无法使用科层式管理权威的情况下,如何管理好这些异质化的参与者进而使其为平台价值共创做出贡献,是平台所面临的巨大挑战。立足平台生态系统、平台治理与网络治理的相关研究文献与理论观点,本文从基于动机的治理、基于权力的治理和基于利益的治理3个维度建构平台治理理论框架,建构包含激励、权力、规则三重治理要素的整合性平台治理机制,搭建平台治理形成过程模型。研究结论有助于着眼于平台组织的独特属性解决平台治理的核心困境,有助于形成“组织属性—治理困境—治理机制”的理论逻辑,增强对平台治理机制的完整性、系统性解释。

Different from traditional bureaucratic organizations, the platform loosely connects cross-domain and different types of participants. When traditional management authority cannot be used, how to manage these heterogeneous participants so that they can contribute to the value co-creation is a huge challenge. Based on the relevant research of platform ecosystem, platform governance and network governance, it constructed a theoretical framework of platform governance that includes incentives, power, and rules from three dimensions: motivation-based governance, powerbased governance and interest-based governance. The research conclusions help to solve the core dilemma of platform governance in the context of focusing on the unique attributes of platform organizations, to form the theoretical logic of “organizational attributes-governance dilemma-governance mechanism”, and to enhance the integrity and systematic explanation of the platform governance mechanism.
