国际合作机制与“一带一路”机制化建设研究——以中国—葡语国家经贸合作论坛(澳门地区)为例

Research on the International Cooperation Mechanism and the Institutional Construction of the Belt and Road Initiative——Taking the China-Portuguese-speaking Countries Economic and Trade Cooperation Forum as an Example

高质量共建是“一带一路”现阶段建设的目标,而高质量目标的实现必然是机制化,其具体机制建设亟待深入探讨。文章基于国际合作机制理论的分析框架,从观念、权力和利益揭示“一带一路”倡议的国际合作机制属性,并梳理和分析了“一带一路”机制化建设的进展与不足。自“一带一路”倡议正式提出以来,建立了磋商机制、协议机制、协调机制和辅助机制等多形式、多领域合作机制,但是未来“一带一路”合作机制需要更深层次的制度化建设。为此,结合具有“南南合作”和“南北对话”双重属性的中国—葡语国家合作机制建设案例,考究了20年来中葡论坛合作机制的制度化建设特点与路径,为完善和深化“一带一路”机制化建设的提供一种新思路,推动其高质量、可持续发展。

The high-quality co-construction of the Belt and Road Initiative is its current goal.The way to this goal must be institutionalization,and its specific mechanism construction needs to be discussed in depth.Based on the analytical framework of the international cooperation mechanism theory,this article reveals the international cooperation mechanism attributes of the“Belt and Road”initiative from the perspectives,powers and interests,and sorts out and analyzes the progress and deficiencies of its current mechanism construction.Since the“Belt and Road”initiative was formally proposed,various forms and multi-field cooperation mechanisms such as consultation mechanism,agreement mechanism,coordination mechanism and auxiliary mechanism have been established,but the future cooperation mechanism of the proposal needs deeper institutional construction.For this reason,this article combines the construction of China-Portuguese-speaking countries cooperation mechanism cases with the dual attributes of the“South-South Cooperation”and the“North-South Dialogue”,and examines the characteristics and paths of institutionalized construction of China-Portuguese cooperation mechanism in the past 20 years,aiming to provide a new way of thinking to improve and deepen the development of the institutionalized construction of the Belt and Road Initiative and promote its high-quality and sustainable development.
