基于社会网络视角的四川省旅游政策演进研究:以1997—2021年的政策文本为例

On the Evolution of Tourism Policy in Sichuan Province from the Perspective of Social Network:Taking the Policy Texts from 1997 to 2021 as an Example

采用社会网络分析方法,以四川省1997—2021年发布的旅游政策文本为研究数据,基于ROST CM6和Ucinet6软件分阶段解读四川省旅游政策的核心特征,并从中心性、凝聚子群、结构洞3个角度对四川省旅游政策网络进行整体分析。研究发现,1997—2021年,四川省旅游政策演进大致可分为快速发展、恢复调整、转型提升和重构发展4个阶段;政策关注点从最初的单一领域逐渐向更多领域延伸拓展,政策体系的展开愈加完善,旅游发展模式逐渐由政府主导的一元主体治理向社会多元主体参与的协同共治转变;在此过程中,也存在布局相对分散、特色聚焦不足等问题有待改进与提升。

The research adopts social network analysis method,takes as its research object the tourism policy texts released by Sichuan Province from 1997 to 2021,and interprets the core characteristics of tourism policy of Sichuan Province in stages based on ROST CM6 and Ucinet6 software.The overall analysis of Sichuan Province’s tourism policy network is made from the three perspectives of centrality,cohesive subgroups,and structural holes.It is found that from 1997 to 2021,the evolution of tourism policy in Sichuan Province can be roughly divided into four stages:rapid development,restoration and adjustment,transformation and upgrading,and reconstruction and development.The policy focus has gradually expanded from the initial single field to more fields,the policy system has become increasingly better,and the tourism development model has gradually changed from the government-led unitary subject governance to the collaborative co-governance with the participation of multiple social subjects.In this process,problems like a relatively scattered layout and the lack of due attention to characteristics should be tackled with in Sichuan Province so that its tourism can expect a brilliant prospect.
