摘要
针对区域煤矿应急救援需求,综合考虑区域应急救援基地选址的经济效益与社会效益,构建以地理位置、经济投入和救援能力等主要指标的评估指标体系,并基于层次分析法(AHP)提出区域煤矿应急救援基地选址模型。依据模型对某市煤矿应急救援基地选址进行优化,并与基于P-中值的ArcGIS网络分析法选址结果对比,证明基于层次分析法(AHP)提出区域煤矿应急救援基地选址模型具有较高的可行性和有效性。研究成果对于提升区域防灾减灾能力,改善城市公共安全水平具有重要的理论与现实意义。
In view of the needs of regional coal mine emergency rescue,this paper comprehensively considers the economic and social benefits of site selection of regional coal mine emergency rescue base,establishes the evaluation index system based on geographical location,economic investment and rescue ability and puts forward the site selection model of regional coal mine emergency rescue base based on Analytic Hierarchy Process(AHP).According to the model,the site selection of a city’s coal mine emergency rescue base is optimized,and compared with the site selection results of ArcGIS network analysis based on P-median,it is proved that the regional coal mine emergency rescue base selection model based on Analytic Hierarchy Process(AHP)has high feasibility and effectiveness.The research results have important theoretical and practical significance for enhancing regional disaster prevention and mitigation capacity and improving the level of urban public security.
