摘要
多边主义以多极关怀的价值目标、多层协同的行为主体、多元张力的治理机制、多样延展的问题领域、多重普惠的治理效果为基本特征,与全球教育治理核心要素具有内在一致性,能为重塑全球教育治理体系提供新的视角。多边主义视域下的全球教育治理主要有工具取向、战略取向、制度取向和价值取向四种治理模式,它们相互补充,依次递进,但在全球教育治理实践中存在一定掣肘。在世界百年未有之大变局下,全球教育治理需顺应国际权力集团演变和全球治理体系深刻调整的大势,深入分析全球教育变革的特征和趋势,以承认平等互惠的多元主体、塑造合作共赢的价值理念、开拓多样延展的问题场域、建立协商对话的多边机制、实现普惠共生的理想效果为愿景使命,在行动路径上不断顺应多极科学的多边主义战略发展观、坚持多元开放的多边主义协商对话观、秉持共商共建共享的多边主义全球治理观、构建命运共同的多边主义基本价值观、深化精准定位的多边主义历史大局观,进而形塑全球教育治理制度秩序、实现全球教育治理主体多元、建设全球教育治理科学机制、革新全球教育治理理念价值、深化全球教育治理发展格局,增强应对全球性教育问题的能力,切实提高全球教育治理的实效性。
Multilateralism is characterized by the value goal of multi-polar care,multi-layer cooperative actors,multi-tension governance mechanisms,diverse and extended problem areas,and multi-inclusive governance effects.It is intrinsically consistent with the core elements of global education governance and can provide a new perspective for reshaping the global education governance system.Global education governance from the perspective of multilateralism mainly includes four governance modes:instrument-orientation,strategic orientation,institutional orientation and value orientation,which complement each other and progress in turn.However,there are certain constraints in the practice of global education governance.Under the unprecedented changes in the world,global education governance needs to adapt to the trend of the evolution of international power groups and the profound adjustment of the global governance system,and analyze the characteristics and trends of global education reform in depth.With the vision and mission of recognizing the multiple subjects based on equality and mutual benefit,shaping the value concept based on cooperation and win-win,exploring diverse and extended fields,establishing a multilateral mechanism based on consultation and dialogue,and realizing the ideal effect based on universal benefits and symbiosis.On the path of action,we should follow the multi-polar and scientific strategic outlook on multilateralism,the pluralistic and open outlook on consultation and dialogue,the multilateral approach to global governance featuring extensive consultation,joint contribution and shared benefits,the basic value of multilateralism featuring a shared future,and the well-targeted historical vision of multilateralism.In this way,the system and order of global education governance can be shaped,the subjects of global education governance can be diversified,the scientific mechanism of global education governance can be built,the concept and value of global education governance can be innovated,the development pattern of global education governance can be deepened,the ability to cope with global education problems can be strengthened,and the effectiveness of global education governance can be effectively improved.
