This article focuses on solving the structural problem of the stripe-block division in grass-roots governance.Digital technology has to a certain extent changed the structural elements such as power,rules and information through structural embedding and relationship embedding,and has further optimized the bureaucratic operation mechanism,which helps to break the stripe-block division and improve the responsiveness of grass-roots governance.Specifically,it includes the following aspects:through structural embedding,it has changed the internal and external power operation mechanism of the bureaucracy and reshaped the relationship between power and responsibility,while at the same time changed the rigid rules of the bureaucracy,and created flexible boundaries and organizational flexibility;through relationship embedding,it has promoted the change of subject status and reshaped the network relationship between the subjects.
