Systematic View on Prevention and Control of Public Health——An Analysis of Xi Jinping’s Important Discussion on COVID-19 Epidemic Prevention and Control

COVID-19疫情发生以来,以习近平同志为核心的党中央高度重视,就如何维护人民群众生命安全、有效防治疫情做出系列指示。习近平总书记有关COVID-19疫情防治的重要论述,充分体现了党和国家的领导集体坚持以人民群众为根本,科学防治、依法防治的疫情防治理念。以系统哲学理论为分析框架梳理习近平总书记相关论述,发现其中蕴含人的类生活性与自觉性、社会规定性的质的“二重性”及社会系统演化规律等系统哲学理论。通过深入剖析突发公共卫生事件防治中的系统观,思考COVID-19疫情对社会系统正常运转的风险性影响,对我国突发公共卫生事件时期的社会治理实践具有极为重要的指导和启示意义。

Since the outbreak of COVID-19, the CPC Central Committee with Comrade Xi Jinping as the core, attached great importance to make a series of instructions on how to safeguard the lives of the people and effectively prevent and control the epidemic. General Secretary Xi Jinping’s important exposition on the prevention and control of COVID-19 epidemic situation fully embodies the concept that the leading collective of the party and the state insists on taking the people as the foundation, and scientific prevention and control of the epidemic situation according to law. Based on the system philosophy theory, this paper combs the related expositions of General Secretary Xi Jinping, and finds out the system philosophy theory which contains the nature “duality” of human life and consciousness, social stipulation and the law of social system evolution. By deeply analyzing the system view in the prevention and control of public health emergencies and thinking about the risk impact of COVID-19 epidemic situation on the normal operation of the social system, it is of great significance to guide and enlighten the governance in the period of public health emergencies in China.
