系统化视域下人工智能融入人民政协协商民主的创新路径 被引量:2

Innovation Path of Integrating Artificial Intelligence into Chinese People’s Political Consultative Conference Deliberative Democracy from the Perspective of Systematization

摘要 人工智能对协商民主建设而言具有重要的战略价值,可优化国家决策系统、改善政府政策执行系统、完善社会治理系统。同时,人工智能也对人民政协协商民主提出了系统性挑战,协商主体需要具备更专业性的信息处理与整合能力,协商过程需要具备更高的科技融合性、网络安全性和制度规范性,政协组织需要具备更强的适应性、包容性和代表性。从系统化建设的角度,提升协商参与者的智能技术水平,激发人工智能在人民政协的治理效能、为政治系统与社会系统良性互动提供技术支撑,是人民政协协商民主未来发展的重要方向。 Artificial intelligence is of a strong strategic value for the construction of deliberative democracy, which can improve the level of Chinese People’s Political Consultative Conference(CPPCC) deliberative democracy, enhance the efficiency of the party and government’s decision-making implementation, and promote social pluralistic governance. At the same time, the application of artificial intelligence also puts forward higher requirements for the main body ability, main body scope and institutionalization level of CPPCC deliberative democracy. In the new era, the application of artificial intelligence in the work of CPPCC deliberative democracy is one of the directions of innovation and development for CPPCC work. Artificial intelligence can be used as an important means for CPPCC to promote national democratic governance, a technical support for CPPCC to promote the interaction between society and the state, and an important driving force to enhance people’s awareness of political participation.
