政府规制对农户地膜回收意愿的影响机制研究——基于感知价值的中介效应

Influence mechanism of government regulation on farmers’willingness torecycle plastic film

加强废旧地膜回收利用,对于打好污染防治攻坚战,推动农业发展全面绿色转型具有重要意义。文中利用新疆863户棉花种植农户的微观调研数据,探讨了政府规制对农户地膜回收意愿的影响及其作用机制,并对研究结果进行了稳健性检验。结果表明:1)政府规制对农户地膜回收意愿的影响存在两条作用路径:一是政府规制对农户地膜回收意愿有显著的正向影响,即强制模式下“政府规制→农户地膜回收意愿”的直接作用机制;二是感知价值在政府规制影响农户地膜回收意愿过程中发挥了部分中介作用,即内化模式下“政府规制→感知价值→农户地膜回收意愿”的间接作用机制。2)信息获取能力在感知价值对农户地膜回收意愿的作用中发挥了正向调节作用。文中提出通过建设政府规制实施体系,提高农户感知价值能力,增强农户信息获取能力,建立市场化服务体系,增强农户生态环境保护意识,提高废旧地膜回收利用效率。

Under the background of the new normal,it is of great significance to strengthen the recycling of waste plastic film for pollution prevention and control and promoting the green transformation of agriculture comprehensively.Based on the micro-survey data of 863 cotton growers in Xinjiang,we discussed the mechanism of government regulation on farmers’willingness to recycle plastic film and its mechanism,and tests the robustness of the research results.The results are as follows.1)There are two ways for government regulation to affect farmers’willingness to recycle plastic film:First,government regulation has a significant positive effect on farmers’willingness to recycle plastic film,that is,the direct mechanism of"government regulation→farmers’willingness to recycle plastic film"in compulsory mode.Second,perceived value plays a partial intermediary role in the process of government regulation affecting farmers’willingness to recycle mulching film,namely,the indirect mechanism of"government regulation→perceived value→farmers’willingness to recycle mulching film"in the internalized mode.2)Information acquisition ability plays a positive moderating role in the effect of perceived value on farmers’willingness to recycle plastic film.It is needed to strengthen farmers’awareness of ecological environment protection and establish the concept of high-quality development of green agriculture by constructing government regulation implementation system,improving farmers’perceived value,enhancing their ability to obtain information,establishing market-oriented service system,and improving the recycling efficiency of waste plastic film.
