Analysis on the Causes and Countermeasures of the Landing Dilemma of the“Four Systems”of Debt Relief Based on Game Theory

以工程建设领域突出的农民工工资欠薪问题为研究主线,梳理国家政策性文件,厘清治欠保支“四项制度”的内涵,基于博弈论分析“四项制度”落地困境的成因,并从执法部门、参建单位、农民工三个层面提出了对策建议。

Taking the outstanding problem of migrant workers'wage arrears in the field of engineering construction as the research main line,this paper sorts out the national policy documents,clarifies the connotation of the“four systems”governance arrears and expenditure,analyzes the causes of the“four systems”landing dilemma based on game theory,and puts forward countermeasures and suggestions from the three levels of law enforcement departments,participating units and migrant workers.
