广西边境三市涉越婚姻登记调查研究

A Research on Vietnam-related Marriage Registration in the Three Border Cities of Guangxi

婚姻登记对中越边境涉越婚姻家庭极其重要,分析广西边境三市2011—2020年的涉越婚姻登记数据,探讨数据背后的政策和社会因素。通过对边境三市进行的实证调查,发现地方政府正在采取措施提升涉越婚姻登记率,但实施过程中也存在很多难题,如缺乏具体且实践性强的法律文件、政策宣传效果不佳、各主管部门缺乏沟通、未能重视非边境乡镇的相关家庭、社会组织参与不足。提出制定解决滞留越南妇女身份问题的单行条例、加强政府职能部门的沟通协作、充分发挥社会组织的服务功能、重视非边境乡镇的涉越婚姻登记服务工作、分层次解决涉越家庭婚姻登记问题的政策建议。

The registration of Vietnamese-related marriages is extremely important for de facto marriage families along the Sino-Vietnamese border. The paper analyzes data on Vietnamese-related marriage registration in three border cities of Guangxi from 2011 to 2020 and explores the policy and social factors based on the data. By the investigations and studies of the three border cities, it is found that local governments are taking measures to improve the rate of Vietnam-related marriage registration, but there are many unresolved problems in the implementation process. For example, there is a lack of specific and practical legal documents, poor publicity of policies, lack of communication among the competent authorities and insufficient participation of relevant families and social organizations in non-border townships. A particular regulation is proposed to solve the dilemma of stranded Vietnamese women, and policy is recommended to strengthen the communication and collaboration of functional government departments, make most of the service function of social organizations, enhance registration services for Vietnam-related marriage in non-border villages and towns, and apply the stratified solution to the registration problems of Vietnamese-related marriages’ families.
