摘要
1954年发生的“福龙丸”事件造成日美两国外交关系的紧张。为应对这一局面,美国考虑与日本建立核能开发的合作伙伴关系。在和平利用原子能政策的指导下,1955年美日达成了一份研究性双边协定,美国依此对日本进行了核转让。1958年美日签订了一份能源性双边协定,该协定扩大了在和平利用原子能领域的合作范围。和平利用原子能合作对两国而言皆有益处,即美国在协助日本开发原子能的同时,也有利于本国拓宽核能市场,抵消军事利用原子能造成的负面影响。
The"Fukuryu Maru"incident that broke out in 1954 caused diplomatic tensions between the U.S.and Japan.In order to deal with the situation,the U.S.thought of building a cooperative partnership with Japan for nuclear power development.Under the guidance of peaceful uses of atomic energy,a bilateral research agreement was reached between the U.S.and Japan in 1955.With the agreement,the U.S.transferred nuclear equipment and nuclear fuel to Japan.Moreover,a bilateral power agreement was signed in 1958,which broadened the scope of cooperation in civil uses of atomic energy.The cooperation was beneficial to both countries.It not only assisted Japan in developing atomic energy,but also helped the U.S.expand the nuclear power market and counter the negative effects created as a result of military uses of atomic energy.
