试论区域公共文化建设与我国边境牧区的总体安全发展

On the Construction of Regional Public Culture and the Overall Security Development of Border Pastoral Areas in China

我国边境牧区所处地缘、人文环境较为复杂,自然环境脆弱,面临的社会、经济、文化、生态安全问题较为突出。基于总体国家安全观思路,边境牧区应树立新安全发展观,以区域公共文化建设为基础实现总体安全发展。具体而言,一是注重边境牧区共有文化建设,铸牢中华民族共同体意识,维护社会安全;二是加强边境牧区公共文化产品供给,防范外部极端文化渗透,保障文化安全;三是重视牧区文化产业发展,推动区域产业结构多元化,强化经济安全;四是发挥牧区传统生态文化积极功能,加强生态文明建设,促进生态安全。

China’s border pastoral areas are located in a more complex geopolitical and humanistic environment, with a fragile natural environment, and face more prominent social, economic, cultural and ecological security problems. Based on the overall national security concept, border pastoral areas should establish a new concept of security development and realize overall security development based on the construction of regional public culture.
