国际行为体的行动逻辑具备一定的思维基础。以个体理性为主要思维基础的行动逻辑有着明显的二元对立色彩,持有个体理性思维的国际行为体更是在全球化实践中逐渐暴露了自身思维偏好及其行动逻辑的局限性;而人类命运共同体理念则凭借中国传统关联性思维的有机整体性、关系优先性、共在共存共容的内在要求,超越了个体理性思维的种种局限和弊端。因此,以人类命运共同体理念来重构个体理性驱动的国际行为体的行动逻辑是符合当前全球时空环境发展趋势的合理选择。当前,中国应在提升人类命运共同体理念国际合法性和增强国际制度性话语权的基础上,通过国际规范、国际制度等约束机制和国际传播等融通机制实现对国际行为体行动逻辑的持续影响,以期实现国际行为体行动逻辑的转向。
