高校优化政府采购管理模式探索——以广东轻工职业技术学院为例

Exploration of Optimizing Government Procurement Management Mode in Colleges and Universities——Take Guangdong Industry Polytechnic as an Example

在国家“放管服”改革背景下,强化采购人主体责任的理念对采购人业务工作提出了更高要求,高校作为采购主体之一,由于其采购资金多元化、采购品目复杂、采购平台众多的特点,开展采购工作面临较大难度,建立高效的采购管理模式是采购管理工作有序推进的保障。针对高校政府采购普遍存在的问题,以广东轻工职业技术学院采购管理模式为例,从管理理念、管理内控制度、管理队伍和管理手段探索高校优化采购管理模式的有效途径。

In the context of the national reform of “decentralization, management and service”, the concept of strengthening the principal responsibility of purchasers puts forward higher requirements for the business work of purchasers. As one of the procurement subjects, universities face greater difficulties in carrying out procurement work,due to their characteristics of diversified procurement funds, complex procurement items and numerous procurement platforms, the establishment of an efficient procurement management model is the guarantee for the orderly promotion of procurement management. In view of the common problems in university government procurement, taking the procurement management model of Guangdong Industry Polytechnic as an example, this paper explores the effective ways to optimize the procurement management mode of universities from the perspective of management concept,management internal control system, management team and management means.
