文章对于当今绿色低碳发展的热点问题——环境治理进行了进一步研究,财政支出与节能环保支出都会对环境治理效果带来影响。究竟哪个支出对环境治理的靶向性更强,能够更显著地影响治理效果,文章对山东省各地市政府支出现状对山东省污染治理效果运用空间杜宾模型进行分析,发现山东省空气污染治理存在溢出效应。并且节能环保支出的靶向性有待加强。

This paper further studies the hot issue of green and low-carbon development-environmental governance. Both fiscal expenditure and energy conservation and environmental protection expenditure will have an impact on the effect of environmental governance. After all, which expenditure is more targeted to environmental governance and can more significantly affect the governance effect. The article analyzes the current situation of government expenditure in various cities in Shandong Province and the pollution governance effect in Shandong Province by using the spatial Dobbin model, and finds that there is an overflow effect in air pollution governance in Shandong Province. And the targeting of energy conservation and environmental protection expenditure needs to be strengthened.
