Understanding the Period of Concurrence of Strategic Opportunities, Risks and Challenges——How to Extend the Period of Strategic Opportunity

党的二十大报告提出我国发展进入战略机遇和风险挑战并存、不确定难预料因素增多的时期。通过考察战略机遇期的概念提出以来其内涵经历的三个阶段的演变,可以发现,战略机遇期呈现出内涵是动态的、演变是渐变的、运筹是复合的等特征。当前,关于战略机遇期新判断的背景在于中美关系的变化、世界百年未有之大变局的影响、国际和平与安全的挑战与有效维护。面对机遇和挑战并存的形势,如何延长我国发展的战略机遇期?需要以内为主、内外兼顾,主动塑造战略新机遇;重视美国、均衡其他,塑造对外关系新格局;反对单边、践行多边,维护国际公平正义;明确既有优势、直面风险挑战,拓展战略机遇。

Report to the 20th National Congress of the Communist Party of China suggested that our country has entered a period of development in which strategic opportunities, risks, and challenges are concurrent and uncertainties and unforeseen factors are rising. By examining the three stages of evolution of the concept of strategic opportunity period since it was proposed, we can find that it is dynamic in meaning, its evolution is gradual, and the planning is complex. At present, the context of the new judgment on the strategic opportunity period lies in the changes in China-US relations, the impact of the world’s major changes unseen in a century, and the challenges and effective maintenance of international peace and security. In the face of a situation where opportunities and challenges coexist, how can we extend the strategic opportunity period for China’s development? It is necessary to do the following: first, take the initiative to shape new strategic opportunities by focusing on the domestic situation while balancing the internal and external factors;second, shape a new pattern of foreign relations by attaching importance to relations with the United States and balancing it with relations with other countries;third, uphold international equity and justice by opposing unilateralism and practicing multilateralism;and forth, expand strategic opportunities by identifying existing advantages and addressing risks and challenges.
