为全面建设社会主义现代化国家、实现第二个百年奋斗目标,必须把促进全体人民共同富裕作为为人民谋幸福的着力点,其基本任务是在我国全面建成小康社会的基础上,不断缩小城乡差距、地区差距和人群的收入差距。社会保障制度作为化解社会成员社会风险、提升社会成员社会福利、保障社会成员社会权益的制度安排,是促进全体人民共同富裕的重要力量。新时代具有中国特色的社会保障制度通过城乡社会保障统筹缩小城乡差距,通过提高经济欠发达地区的社会保障水平缩小区域差距,通过财政性转移、社会性转移与代际性转移等手段调节社会成员的收入结构,缩小不同群体的收入差距。

In order to comprehensively build a modern socialist country and achieve the second centenary goal, it is necessary to take the promotion of common prosperity for all people as the focus for seeking happiness for the people. Its basic task is to continuously narrow the gap between urban and rural areas, regional disparities and income disparities among people on the basis of the full establishment of a moderately prosperous society in China. The social security system, as an institutional arrangement to resolve social risks, enhance social welfare and protect the social rights and interests of social members, is an important force to promote the common prosperity of all people. The social security system with Chinese characteristics in the new era will narrow the urban-rural gap by integrating urban and rural social security, shrink the regional gap by raising the level of social security in less developed regions, and adjust the income structure of social members by means of financial transfer, social transfer and intergenerational transfer to narrow the income gap of different groups.
