摘要 【目的】面对环境中不断发现的新污染物,分析污染治理存在的难点,厘清固废资源利用水平、污染渠道和市场化程度,目的是以新的治理理念超前设计新污染物防控机制,最终实现新污染物的高质量治理目标。【方法】通过解析新污染物危害特性,从危机干预的动力机制设计入手,在大环境治理上不断优化新污染物危机预防和干预的举措,是推进经济社会高端化、智能化和绿色化技术进步的关键。【结果】在新污染管控方面,政府与责任主体必须借助构建多途径、多点面、多环节的事前预防、事中抑制、事后修复体系,达到多层次和多元化的政策保障。【结论】提高新污染物危机干预治理实效,一方面要利用后置性的危机干预、追责机制设计,达到新污染物修复与补偿的高质量规制水平,另一方面要投入前置性的技术进步和政策资源,保证市场化治理体系高质量运转,完善减污降碳发展的财税、金融、投资、价格政策和标准体系。 [Purposes] In the face of new pollutants constantly found in the environment,this paper clarifies utilization level of the solid waste resource,pollution channels and marketization degree,designs intervention method of the new pollutant crisis,whose purpose is to design a new pollutant prevention and control mechanism with the new governance ideas,finally achieve the high-quality treatment targets of new pollutants.[Methods] Through the interpretation of new pollutants hazard characteristics,starting from the design of the dynamic mechanism of crisis intervention,the continuous optimization of the crisis prevention and intervention of new pollutants in the environmental governance is the key to promote the progress of high-end,intelligent and green technologies in the economy and society.[Findings] With the help of building multi-way,multi-point and multi-link pre-prevention,in-process suppression and post-repair system,multi-level and diversified policy guarantees are achieved in terms of new pollution control.[Conclusions] To improve the effectiveness of the crisis intervention and governance of new pollutants,on the one hand,it is necessary to make use of the posterior crisis intervention and accountability mechanism design to achieve the high-quality regulation level of the remediation and compensation of new pollutants;on the other hand,it is necessary to invest the preemptive technological progress and policy resources to ensure the high-quality operation of the market-oriented governance system and improve the fiscal,tax,financial,investment,and pricing policies and standards for pollution reduction and carbon reduction development.
