“创新竞技行动”全方位助力科技型中小企业快速成长——以中国创新创业大赛山东赛区为例

"Innovation Competition Action" Support Small and Medium-Sized Science and Technology Enterprise Growing Rapidly——Taking Shandong Division of China Innovation and Entrepreneurship Competition as an Example

【目的】中小企业是国民经济和社会发展的主力军。然而当前国内外经济形势复杂严峻,中小企业面临的困难和挑战明显增多。科技管理部门如何帮助中小微企业走出困境,助力企业快速成长。【方法】通过列举山东省出台的一系列培育和壮大科技型中小企业政策举措,对“行动计划”存在的问题进行深度剖析,提出下一步优化赛事的意见及建议。【结果】“行动计划”为山东省中小企业发展带来了新的机遇,但也存在企业参赛积极性不高、项目质量下滑、赛后跟踪服务不够等问题。应进一步完善创新政策扶持体系、加强赛后跟踪服务、完善绩效考核制度等。【结论】实施“行动计划”,推动科技与金融深度融合,促进技术成果转化和社会资本更好结合,推进山东省实现创新发展、持续发展、领先发展。

[Purposes] Small and medium-sized enterprises are the main force of national economic and social development.However,the current economic situation at home and abroad is complex and severe,SMEs are facing more difficulties and challenges.Science and technology management departments should help SMEs to get out of the predicament and promote the rapid growth of the enterprises.[Methods] By enumerating a series of policies and measures to cultivate and strengthen SMEs in Shandong province,this paper analyzes in-depth the problems existing in the "Action Plan",and puts forward suggestions on the next step to optimize the competition.[Findings] The "action plan" has brought new opportunities for the development of SMEs in Shandong Province,but there are also problems such as low enthusiasm to participate in the competition,declining project quality and insufficient post-match tracking service.It is necessary to further improve the innovation policy support system,strengthening postcompetition tracking services,and improving the performance appraisal system.[Conclusions] To implement the "action plan" will promote the deep integration of science and technology and finance,promote the transformation of technological achievements and the better combination of social capital,and promote the innovative,sustainable and leading development of Shandong Province.
