复杂适应系统视角下的城市社区协同治理困境与应对策略研究

Research on the Dilemma of Collaborative Urban Community Governance and Coping Strategies from the Perspective of Complex Adaptive Systems

新型城镇化背景下的城市社区协同治理需求进一步提升,社区治理的多主体协同不畅、资源配置效率低下问题凸显。基于复杂系统适应理论(CAS)视角,通过对H社区的调查,分析城市社区协同治理困境成因,明确社区治理主体的复杂性、治理过程的复杂性及主体协同的环境复杂性导致社区协同治理的不足。在此基础上遵循系统视角,从主体能力提升、环境资源调配、信息系统构建三个维度提出社区协同治理提升的现实路径,为建立良性互动、开放共通的城市社区协同治理体系提供思路与方法。

The demand for collaborative governance in urban communities in the context of new urbanization has further increased, and the problems of poor coordination among multiple subjects and inefficient resource allocation in community governance have been highlighted. Based on the perspective of complex system adaptation theory(CAS), this paper analyzes the causes of the dilemma of collaborative governance in urban communities through a survey of community H. It is clear that the complexity of community governance subjects, the complexity of the governance process and the complexity of the environment in which subjects collaborate lead to the deficiency of collaborative governance in communities. On this basis, we propose a realistic path to improve collaborative community governance from three dimensions, namely, the improvement of the subject′s capacity, the deployment of environmental resources and the construction of information system, and provide ideas and methods for establishing a benign interactive and open collaborative governance system in urban communities.
