Fairness and Diversity:Finland’s Parental Leave Policy and Its Implications

育儿休假是芬兰家庭政策和社会政策的重要内容。通过梳理芬兰育儿休假政策的发展脉络,文章发现芬兰在育儿休假政策上不断与时俱进,形成了一套独具特色的模式:多样的休假类型,弹性的休假时间,平等、自由的休假制度,全面休假奖励与保障机制。芬兰在实施休假政策过程中既获得显著成效,也存在一定问题。借鉴芬兰育儿休假政策的相关经验,文章对当前我国育儿休假政策的建设与实施提出建议:制定灵活多样的休假政策,在立法中体现更多的平等,制定休假奖励和保障措施,避免产生新的不平等。

Parental leave is an important part of Finnish family policy and social policy.By examing the development of the parental leave policy in Finland,this study found that Finland kept up with the times in parental leave policy,and formed a set of unique models,including various types of leave,flexible leave time,equal and free leave system,and comprehensive leave reward and guarantee mechanism.Finland has made remarkable achievements by implementing its parental leave policy,but it still faces challenges.Based on the relevant experience of the Finnish parental leave policy,this paper puts forward suggestions on the construction and implementation of the current parental leave policy in China:formulate flexible and diverse leave policies,reflect more equality in the legislation,formulate leave incentives,and safeguard measures,avoid new forms of inequality.
