增量配电项目投资评估体系研究

Study on Investment Evaluation Index System of Pilot Project of Incremental Power Distribution Service Reform

随着电力体制改革的逐步深入,为了科学合理评价增量配电项目投资,本文提出了一套基于综合投资评价的增量配电业务改革试点项目投资指标体系。首先分析了增量配电项目投资评价体系的构建原则;然后,采用层次分析法和德尔菲法建立了增量配电项目投资评估体系,进一步介绍了如何利用层次分析法确定各指标的权重值,并通过权重计算对增量配电项目投资进行了全面、客观的评价;最后,给出了增量配电项目投资运营的相关建议,为电网企业建设、投资和运营增量配电项目提供战略决策支持,进一步促进电力市场的有序发展。

With the deepening of the reform of electric power system,in order to evaluate the investment of incremental distribution projects scientifically and reasonably,this paper puts forward a set of investment index system of incremental distribution service reform pilot projects based on comprehensive investment evaluation.Firstly,the construction principle of investment evaluation system for incremental power distribution projects is analyzed.Then,the evaluation index system of incremental power distribution project investment is established by AHP and Delphi method,and how to determine the weight value of each index by AHP is further introduced,and the investment of incremental power distribution project is evaluated comprehensively and objectively by weight calculation.Finally,some suggestions on investment and operation of incremental distribution projects are given,which can provide strategic decision support for power grid enterprises to construct,invest and operate incremental distribution projects,and further promote the orderly development of power market.
